My best guess, some packages are not only used in Fedora, but other platform as well.
As much as we like to have all under one instance, we try not to constraint the package maintainer to only using Fedora Zanata, but that does not mean we can't convince them to move over.
At the end of the day, it is up to the package maintainer to determine which is the best Zanata instance for them to obtain best translation results.
But failed login, can you please let me know your username so I can check in translate.zanata.org?

Why is blivet-gui not located under fedora.zanata.org?
Does it mean I have to create a new account with zanata? I tried to
login with my FAS credentials (as offered) but it fails.
