Well, I usually start that GUI-program to see where those _Underscore
short keys appear and what short keys exist in that same menu.
Then i take non-collisional characters to make those short cuts, in the
most logical way, i.e (in Dutch):

_Volgende (=Next)
V_orige (=Privious),

If the same letter is used in a menu window, the short cut simply
disappears, by the way (so no harm done).
But if you do want them, as a rule just be sure there are never 2 or
more of the same characters underscored in one window(and pick the most
logical ones for your language).
