"de" for sure. The default translation resource resolution scheme should
be as follows (example for de_CH):

1. Search for "de_CH".
2. Search for "de" if fails.
3. Search for children of "de" ("de_DE") if fails.

So if you want the default German translation for all speeches (de_DE,
de_AT, de_CH), it is wiser to translate "de" first.
