Hi,

There is a down arrow on the right pane, next to the "blivet-gui" label.
Click on it and choose "Upload translation".

As it was mentioned above, you should be member of the corresponding team
to be able to do this.

However, the duplication of locales seems useless (at least, for the pair
of default speeches de - de_DE).
