The number in the LATAM proposal as it came it us was under $10k. And,
$10k is what Ruth put in the budget for FY15, which is our historical
starting point. It's not impossible for us to make it $15k, but then
then that $10k (the extra $5k in each region) has to be cut from
something else — there's no way around that.
