Is this a winsync replication agreement?  If so, the lag time can not be
determined if I am correct.

This information is all determined from the replication agreement.  Are
all the servers using the same version of 389-ds-base?  Because older
versions of 389-ds-base do not have the agreement maxcsn attribute.
