A translator should be able to upload the translation file of the language team they joined. 

Project maintainers are allowed to upload translation files of languages enabled in their project.

Are you not seeing the upload file option for your language in a project?

Its not the file format that is the problem.
I simply don't have the option to upload on zanata like i used to in the
drop down menu.
I think its all the projects.
