I'm afraid that many applications will refuse to use Kuy locale if it is
not added to glibc (reason: No such locale). Gnokii, please file the request
here [1] (select the component: localedata). Collecting the correct data
will be tricky because the language is not supported by CLDR. [2]
Also, I think it is unlikely that GNU will accept a new locale for the
glibc version which is about to land in Fedora 30.
