I have two PSU, one of them is 5V 3A and another one is 5V 2A.
Fedora Server start by 5V 2A, but after sometimes reboot.
So I use 5V 3A. Fedora boot normally and I can log in and use it, but I see that problem and I have to wait for 3 Min to Fedora boot.
