The server must have LDAPI configured (I hope you used dscreate to
create the instance and not setup-ds.pl), then you must log into cockpit
using root or a user with sudo privileges.  Second, 1.4.0 is dead and
has not been maintained in a very long time so the UI is probably very
unstable in that version.  Please use 389-ds-base-1.4.1 or higher.
