Hmm. Looking closer at the feature lists:

https://about.gitlab.com/pricing/

it looks like maybe *basic* board capabilities are in Core but more
advanced stuff - "Multiple Group Issue Boards", "Single level Epics",
"Deploy Boards", "Multi-level Epics" - are in Premium and Ultimate? I'm
not an expert.
