Weblate upgrade to 4.0 and maintenance today 11:00-13:00 UTC

Hello

The Weblate service will be upgraded to the 4.0 release today afternoon
- the maintenance will start at 11:00 UTC today (that's in four hours
from now) and is expected to take 1-2 hours due to need to migrate the
translation memory to a different storage.
