A group like "l10n" is also required to edit Fedora Wiki, together
with a signed CLA. Fábio (the OP) was able to sign the CLA but he
noticed the "l10n" group in FAS didn't have a "Apply" button, so he
was unable to create a personal page in Wiki (as requested by L10N
Guide[1]).

Weird enough, the L10N Guide in Fedora Wiki guides the new translator
to apply for the "l10n" group, but there is no such option for this
group. However others in the Group List have the "Apply" button to be
clicked.

Maybe the L10N Guide should:

1) say the new translator need to be sponsored in order to enter the
"l10n" group in "Joining the l10n Group" section; and

2) also have a Note box, in "Introduce yourself" section, that both
CLA and a non-CLA group (e.g. "l10n") are required to create a
personal page in Fedora Wiki.
