Yes, this is the way.
1. Stop the instance;
2. Change dse.ldif attribute value;
3. Start the instance.
Could you please check you /var/log/dirsrv - errors log?
Also, is your SELinux and other permissions are set properly for the directory?
My 389ds-base is `188.8.131.52`.
