Re: l10n group

As far as I know, for a lot of SIGs, to be added to group isn't required, it's just for housekeeping purposes.

and for others like packagers, infra etc. it's used to give people access to necessary tools/infra. So, it is required.

But idk about l10n group, is it required to be added to the group?
