Can you try to run this on a different VM with Ubuntu 18.04? 

You mentioned that it works on Centos 7, but not on Ubuntu 18.04.

I've tried to run the container in Ubuntu 18.04 and it works for me. So maybe some environment affects container startup on this particular machine?
