Okay, so, the bottom line of this request is $3950.

I am generally in favor of these planning FADs. However, we previously
agreed that we would only allocate money for the three already-accepted
FADs (Docs, Cloud, and Design), leaving the rest for the regional budgets.

I had suggested that at the end of each quarter, if there is money unspent
regionally, it could be reallocated to central funding for things like
FADs, but there wasn't agreement on that. Rather, regions should have a
chance to reallocate their own planning locally before that happens
(assuming they can find high-value uses for it, not just spending for its
own sake).

Sooooooo... we need to talk about that and what we want to do at this
point.
