Council meeting: open floor focused on closing off tickets

Actually, the subproject report is scheduled for *next* week (from
Brian Proffitt and Eduard Lucena, on Fedora Marketing). Let's do this
week as the "agile coffee" open floor, focused on closing off some
lingering tickets.
