[fedora-websites] Issue #821: Recreate a script that only shows languages translated over 25%

robyduck reported a new issue against the project: `fedora-websites` that you are following:

We had this functionality on transifex and it was easy to set up. Now on zanata we have much more languages, but most of them son't have more than 5-10% translated strings. We should recreate our script which doesn't show languages if they are not translated for at least 25%.
