Re-ordering multiple Chrome windows on a panel

People,

I have 5 "standard" Chrome windows that I open routinely in a particular
order. I then quite frequently have another handful of windows open for
other work with the tabs grouped logically together in each window for
the particular job required. The XFCE panel then contains a button on
the panel which when clicked shows a list of ~10 Chrome windows on it -
it would be nice to be able to re-order the list of windows without
trying to work out which window to switch to by the active tab that is
displayed in the list - but switching by knowing eg that the window I
want is "third from the top".

It doesn't look like re-ordering is possible at the moment?
