Adding a new language is per component, so if you can't add a language, please say which one, and for which component (just share the link).
Some upstream projects, such as ibus don't store pot file in upstream repository. The impact of us is not being able to add a new language in ibus/ibus. Please reach upstream to ask for adding your language and/or ask for the pot file to be included in the upstream repository.
