For now I would like to contribute by translating and later I want to work with the code as well. In the past I did the translation of subtitles in documentary films, and now I am the coordinator of the Vietnamese team in KDE l10n project. I have also finished translating the app of Tutanota, a mail service, and am translating their website.

Hello Phu,
Welcome to localisation team.
The Fedora L10n platform is on Weblate now.
I think here[1] is your starting point. Vietnamese is already available,
so you don't need to add it.
Here is a brief guide[2] on translating on Weblate. Hope it will be helpful.
