Weblate new translation permissions

I'm not sure how to grant the ability to start a new weblate translation
on one of my projects,
https://translate.fedoraproject.org/projects/certmonger/glossary/

Start new translation is greyed out and the tool tip is "You don't have
permission to start a new translation".

I have a user who wants to add a translation but neither of us can add
the language, pt_BR (Brazilian Portuguese).
