In the meantime/for what it's worth, I am using the "Everything
Netinstall" ISO to set up an XFCE UTM VM on an M1 Pro machine and it has
worked without issue:
https://download.fedoraproject.org/pub/fedora/linux/releases/37/Everything/aarch64/iso/Fedora-Everything-netinst-aarch64-37-1.7.iso
