Dear community,
Azul,

I would like to propose the introduction of the Kabyle language in Fedora,
particularly in the Anaconda installer and Anaconda WebUI, which are currently
being translated. This addition would greatly benefit Kabyle-speaking users and
berber people in general and enhance accessibility.

Anaconda installer is 57% translated.
Anaconda WebUI is 100% translated.

LibreOffice, Firefox and GNOME are shipping a `-kab` langpacks.

On GNU/Linux we generally use `kab_DZ` that can be mapped to `kab` UTF-8.
